Paragraph 16 of the Governing Instrument mandates the Board to make arrangements, including developing and operating accreditation processes, to allow for effective participation by accredited observers in its meetings and to invite to participate as active observers two civil society representatives, one each from developing and developed countries, and two private sector representatives, one each from developing and developed countries.
At its March 2013 meeting, the Board adopted the Additional rules of procedure of the Board relating to observers (decision B.01-13/01, paragraph (b)) and the Guidelines relating to the observer participation, accreditation of observer organizations and participation of active observers (decision B.01-13/03). Additional rules of procedure of the Board define observer(s) as any representative(s) of a State, organization, or other entity accredited to participate in Board meetings as observer(s).
